This command takes each pixel on the screen and disperses it over the image in the selected direction.
Strength - strength of the storm;
Density - percent of the involved pixels;
Direction - angle of the storm.
If you check Freeze button, the deformation will be the same from time to time with the same set of parameters. If you don't check this button, the deformation will be different from time to time.
